Dow Balliett in the early twentieth century and turned into something systematic by her student Juno Jordan; "Pythagorean" was attached to it afterwards, pointing at a real philosophical lineage (Pythagoras and his followers did hold that number underlies reality) without being evidence that he used this particular alphabet table.
